С графическими программами как правило проблем нет, в иксах/qt/gtk уникод достаточно хорошо внедрён.
Проблемы пока остаются в zsh, части базовых программ (при преобразовании регистра).
GnomeICU не использую, сказать ничего не могу.
Подробно писать о чём? Для подробностей надо уже заводить unicode@altlinux.ru и в нём расписывать.
