Подскажите пожалуйста как в ALTLinux Junior 2.2 в ручную выставить
прерывания устройств? И где можно изменить параметры ядра при
загрузке?

"в ручную" - прямо на платах соответствующих устройств,
джамперами или прилагаемыми к устройствам утилитами, если
нет джамперов или назначением в биосе (для PCI-шины) :-)))

в /etc/lilo.conf или в конфиге grub-а, если вместо
lilo используется grub.
