Программы довольно редко выдают "какую-то ошибку" обычно они
выдают конкретную ошибку. И текст её стоит привести, так как то,
что он не понятен Вам, ещё не значит, что он никому не понятен.

Потому, что у разных пользователей настройки локализации разные.
Есть существенные основания для того, что бы у root была локаль
POSIX. Не надо запускать Х и тем более kde и ghome от root.
