Пришлось так и поступить, действуя от печки. Т.е. установить для
начала только английский язык и отключить переключатель. Потом
добавить русский язык и сделать его основным. Потом убедился, что
любимая клавиша CapsLock переключает раскладки. Осталось
подключить переключалку (индикатор), и она ... заработала.
Какой-то странный эффект впадения KDE в ступор. В переключалке до
убийства была видна только одна русская раскладка (и пароль
root'а нельзя набрать в терминале).
Причем, повторяю, в XF86Config все было с самого начала
правильно, так, как указал Петр.
Чудеса. (А разработчики молча думают: во мужик, доки не может
почитать. А как бы не так!)
