Однозначно да, только лучше прямо из cvs:
export CVSROOT=:pserver:anonymous@anoncvs.kde.org:/home/kde
cvs login
cvs co kdevelop
или из
ftp://ftp.kde.org/pub/kde/snapshots/
make -f Makefile.cvs
./configure
make
make install
