останов | перезагрузка машины есть действие, требующее административных
привилегий, вы это понимаете?

мой пример ниже. Я не проверял, но работать должен.
Это нужно набирать в том файле, который выводит команда visudo, изданная
из-под суперпользователя (root).

# Cmnd alias specification
Cmnd_Alias  REB_HALT = /sbin/halt, /sbin/shutdown, /sbin/poweroff, /sbin/reboot

# User privilege specification
root    ALL=(ALL) ALL
abr ALL = NOPASSWD: REB_HALT
