Каким образом Вы пытаетесь установить соединение, Вы так и не
написали.
Для начала полезно научиться пользоваться терминалом minicom,
заодно и с настройками модема разберетесь.
Обязательно прочтите файл
/usr/share/doc/minicom-2.00.0/minicom.admin.ru
Вопросы и отпадут.
