Файлы *rc - это файлы настроек программ. Чаще всего они есть
изначально (настройки "по умолчанию"). Файл .fetchmailrc можно
создать вручную, но проще запустить fetchmailconf - он сам
создаст этот файл в вашем /home. Обратите внимание: настройки
postfix лежат в /etc/postfix/main.cf
