Это значит что он исполняемый, просто вы его с вин-раздела
скопировали.
Откройте наконец файл /etc/sane.d/snapscan.conf, и в начале,
где написано
# Change to the fully qualified filename of your firmware file,
if
# firmware upload is needed by the scanner
замените
firmware /path/to/your/firmware/file.bin
на firmware/etc/sane.d/U64V120.BIN
сохраните файл и приведите вывод
команда scanimage -L
