Всё нижеперечисленное от рута:
echo $USER >> /etc/kppp.allow
control su public (как вариант, внести нужного пользователя в группу wheel)
Ну и, можете заодно sudo настроить. Для себя я сделал так:
[root@ujo root]# grep ujo /etc/sudoers
ujo ALL=(ALL) NOPASSWD: ALL
Но это кому как. Машина целиком моя, поэтому NOPASSWD.
