1. Сильфиду не обижайте.
2. На рабочей станции все-таки лучше держать Линукс.
3. UTC=true
4. В BIOS выставить время по Гринвичу.
5. Самара - хороший город. Не раз летал на Безымянку.
После чего можно забыть про перевод часов на зимнее и летнее
время. Вроде, еще не сезон эту проблему обсуждать :-).
