Видимо такое требование заказчик выдвинул неспроста.

Зачастую для этого не готова остальная инфраструктура. Иногда, например,
надо бывает разослать по филиалам базу данных с приказом: ввести
сведения и отдать базу назад. Причём в такие места базу отдавать
приходится, что и необинтернетчены ещё -- на собаках сидюк отвезут туда,
там набьют, отправят обратно.
Ставить везде Firebird/prostgresql ? В случае с Аксессом серверную
компоненту поднимать не надо, аксесс -- это именно настольная база
данных. Однопользовательская. Принципиально.
