Точного ответа нет, как и нет точного определения "среды разработки".
Но вы можете установить пакет rpm-utils и посмотрите список
/etc/buildreqs/packages/essential. Там перечислены наиболее важные
пакеты, необходимые для работы системы, а также некоторые базовые
средства разработки. Добавьте к библиотекам вида libname
соответствующие им libname-devel, и вы получите примерно то, что вам
нужно.
