Если вас интересует сколько времени прошло с момента старта ОС, которая
установлена на сервере БД, тогда дайте команду uptime. Если интересует
старт сервера БД, то тут зависит только от того, что умеет сам сервер
БД. Для MySQL это команда status в его стандартном консольном клиенте,
для Sybase ASE я обычно смотрю запись в логе. С другими серверами БД не
общался.
P.S. Кто-нибудь может дополнить насчет FireBird & PostreSQL?
