Скорее в вашей консерватории что-то подправить надо.
Проблем не замечал. И в рассылке jabber.ru ничего о изменениях или
падениях транспорта не проскакивало.

Нигде.
ICQ - закрытый протокол. Отсюда все проблемы.
И на jabber.ru единственный нормально работающий транспорт
На зарубежных серверах нет перекодировки для кириллицы.
И работает он очень стабильно.
