Для радио использую - rdj (http://mimms.sf.net)
# cat /etc/modules.conf
# [skiped]
# TV-Tuner
options bttv radio=1 pll=1
alias char-major-81 bttv
# Дистанционное управление
alias char-major-61 lirc_gpio
Обрати внимание на radio=1. У меня тип чипа определяется автоматом при загрузке. Если у тебя такого нет (cat /proc/pci на предмет чипа к тюнеру) то необходимо указать тип чипа при инициализации модуля (less /usr/src/linux/Documentation/video4linux/bttv/*)
