Вычитал вот здесь http://www.softerra.ru/freeos/22483/ о команде fstat,
но не обнаружил её у себя. Есть ли её аналог в АЛТ, и чем он отличается?

Пишите bug report автору статьи.
Команда называется fuser.
fstat -- _функция_, позволяющая получить ниформацию о файле.

AFAIK, автор статьи использует FreeBSD. Может быть, там
используется именно fstat?
