У меня сложилось такое же мнение, после того как через несколько месяцев
работы сдохли два IC35L040AVER07-0 (с интервалом в пару недель) - недавно
забрал из ремонта (один заменили на новый, другой как-то восстановили).
Работали они в домашнем компе и траблы проявлялись как раз при включении
холодного компа.
Хотя старый DTLA на 15Мб живет уже три года - таскается с компа на комп,
разъемы на нем часто передергиваю - ничего, работает себе.
