Это не просто фраза, а известный объяснимый факт.
Win9x не совсем 32 разрядная, а 16-разрядные программки, как известно,
кушают не отрываясь.
Посмотрите, может, у VMware в Settings->Misc->GuestOS не NT указано?
Хотя, помнится, перед выпуском VMware workstation 3 версии VMware Team
говорили, что поддержка win9x будет нормальная.
