Теперь получившийся floating layer прибиваем гвоздями
(RClick->Layers->Anchor Layer, Ctrl-H (если не меняли) или
аккуратный (без тяги) щелчок левой).

Если поведение конфузит, черкните в wishlist чего...
PS: не читали GIMP quickref? Могу прислать, 42k -- полезнейшая
штука. А, ну и хинты -- оч. полезны (а в 1.1+ понаворотили еще и
с DnD -- слоями и картинками весело кидаться и порой даже удобно).
