ftp там может быть нужен для разных вещей - хотя можно и без него обойтись
конечно. Вообще, задача выглядит так: ограничить пользователям трафик по
месячному объёму. При этом каждый желающий иметь доступ на данный сервер
по шеллу его имеет - нужно для разработки. Отсюда проблема - качают,
дьяволы :) Находят броузером со своей машины ftp и заходят. Сделал так:
links, lynx, wget, ncftp (и иже с ним), ftp и всё такое прочее что может
качать, включил в группу web и сделал на них chmod o-rx. Полумера конечно,
но помогает почти от всех, а кто сумеет обойти - чёрт с ними, лишь бы не
попадались. Я, наверное, просто файрволлом ftp на внешние адреса прикрою -
оно вернее всего будет...
