Ну))....а что есть forcom ? На путь не похоже))). Куда ты initdb базы укладывал туда и надо указывать.
for ex.
initdb -D /pgdata
pg_ctl -D /pgdata start
createdb -D /pgdata db_name_как_тебе_нарвится
