Tk и C -- это как яблоки и ящики. Возможно, имелся в виду Tcl с
графическими возможностями из Tk. Тогда от себя добавлю,
что есть ещё Python с tkinter, IMHO гораздо удобнее Tcl.
А вообще, GTK+ в сердце своём -- простой графический toolkit на C ;)
