Выходов вижу два: или как-то подцепляться к automount, но там я
таких хуков не припомню; или вешать на крон поминутно (благо
ненапряжно -- но криииво); или, если диски монтируются из KDE
какой, настроить на строго заданную команду hdparm себе
беспарольный sudo и перед монтированием пущать его.

24x и 32x -- сами тихие, а на двух скоростях -- тише процессора ;-)
