Уже второй раз возникла срочная необходимость в помощи сообщества,
и второй раз мой вопл отшили - содержит административию... Ну да
ладно, бес с ним, перезагрузился.
А вот проблема, но не знаю, куда этот (баг?) постить. Хуже того, я не
хочу воспроизводить эту ситуацию, бо она страшна.

Ситуация: при поднятм туннельном интерфейсе, ppp0, запускаем
arpwatch - sudo service arpwatch start, и все. Запуск не
завершается; ps, top, kill, killall, fuser, reboot ;) - все железно
виснет. При этом старые процессы работают и новые запускаются.
А к таблице процессов не доступиться, точнее, strace показывает
вис на доступе к /proc/3186, виснет либо cd /proc/3186, либо read64,
я так понял, это и есть зависший arpwatch. kill на 3186 просто не
отрабатывает. Даже с немаскируемыми -KILL и -STOP. Завершается
успешно ( $? = 0 ), но ничего не меняется. Все также виснет. Бред.
На мой непросвещенный взгляд, это фича (бага?) ядра. Но я субъективен.
