Это прекрасно решает iconv (iconv -fcp866 -tkoi8-r < dos.txt > unix.txt)

Можно tr или sed, вообще-то есть dos2unix и unix2dos, я порой
использую интеграт, который сразу и кодировку (с автодетектом), и
переводы строк -- но его название Вам не поможет :((
