То, что http/ftp-клиенты работают, а ping - нет, в случае с
прокси абсолютно нормально. Скорее всего, в Вашем случае
резолвингом имен должен заниматься прокси. Во всяком случае,
проблемы с настройкой apt через прокси здесь были часто, и, как
правило, решались успешно. Во, как завернул. Суть: пробуйте,
должно работать.
