Он так и пишет. Если по-русски: Вы уверены, что директория, содержащая libxml.pc,
присутствует в PKG_CONFIG_PATH? Если нет, все ли Вы сделали, чтобы она там оказалась?
Среди прог, которые могут помочь: grep PKG_CONFIG_PATH *, посмотрите, где она
определяется и впишите Вашу директорию. Если это - переменная окружения, в строке
bash издайте export PKG_CONFIG_PATH="$PKG_CONFIG_PATH; /usr/lib" перед компиляцией.
Также может помочь strace, она лихо отслеживает обращения к файлам, что помогает
иногда.
