Он можнт умирать, если разница во времени между ним и следующим сервером
стновится больше k секунд. Для того, чтобы исключить постоянное дергание
часов туда-сюда, он также не может сихронизироваться чаще, чем раз в n
секунд. Точные числа уже не помню. Попробуйте перед запуском сделать
ntpdate ntp0.zenon.net, а потом уже запустить ntpd.
