На выбор из двух вариантов:
+ правильно доустановить/доконфигурировать самособранный gcc-3.0
+ использовать gcc-2.96

Значит, kdevelop тут не при чем.

По первому варианту:
найдите в Вашей файловой системе каталог, в котором находится файл
libgcc_s.so.1 (предположительно это будет /usr/local/lib), и добавьте
его в файл /etc/ld.so.conf, после чего запустите /sbin/ldconfig
