То, что
Чтение скриптов в /usr/share/ppp/ мне в свое время сольно
помогало.

Если ifup пользоваться, который в свою очередь вызывает
usernetctl, то USERCTL="yes" в
/etc/sysconfig/network-scripts/ifcfg-ppp0 , а есть вариант через
sudo разрешить, если пользовать скрипты if-up if-down из
/etc/ppp

Тут опять же - чтение скриптов в /usr/share/ppp/ мне в свое
время сильно помогало.
