Как водится, после очередного обновления KDE снова слетел русский в меню. На
этот раз он не вернулся даже после просмотра /etc/menu-methods/lang.h на
предмет кодировки. Как же сейчас решить эту проблему?

Хм, сейчас почему-то меню русифицировалось наполовину, зато все остальное KDE
стало англицким... Никто такого не встречал?

Попробуйте update-menus -n от пользователя и от root.
Теперь не падает из-под пользователя и делает меню в хоме.
