tetex-doc-1.0.7-ipl17mdk -> /usr/share/texmf/doc/index.html
Это описания пакетов.
Там очень много всего, как правило в DVI и PS.

Про Vim не знаю, сам пользуюсь Emacs + AUCTeX и всем его
рекомендую. :-)
Для того, чтобы сказать, почему pdftex (или pdflatex) не
работают, нужно увидеть лог их работы.
