а rpm -q sysklogd что говорит?
а в /etc/apt/sources.list небось только update раскоментарено?
apt должен ставить последнюю версию. если он предлагает старое то значит о более новом он ничего не знает.
либо apt-get update не сделан либо сылки на свежий репозитарий вообще нет.
