Очень просто, уже делали (правда не роутер)
Ставится IDE-flash диск (для роутера 8 MB должно хватить)
и любой мини-дистрибутив. Мы делали свой на основе идей LEM
(http://linux-embedded.org/), правда меняли все библиотеки и
большинство стартовых скриптов. Монтируется все рид-онли,
на старте в initrd.img проверяется crc всего диска и через
inittab запускается все что надо
