Ну почему нехорошо. Как раз нормально. Вот в /sbin, может быть.
А в /usr/sbin такое ограничение наверное не совсем оправдано.
Да к тому же если сделать ls -l /usr/sbin, то можно увидеть,
в большинстве случаев:
-rwxr-xr-x 1 root root ........
