То есть не говорили об открытости.
Вон в JPI TopSpeed (старая добрая среда разработки) все менюшки и
хелпы можно было запросто под себя погнуть. Мало того, давали
библиотеки В ИСХОДНИКАХ (Modula-2). Но и это -- закрытый продукт.

Ну так сделайте. Нашлись хитрые буржуины -- и community, и
баннеры крутить... Сколько уж им рассказывали про i18n в Qt --
ноль эффекта.
Лучше пойти и перевести какой opensource конкурирующий.
