Expat, во-первых, не DOM (он даже проще, чем SAX), во-вторых, на C.
В дистрибутиве есть DOM библиотека, тоже на C -- libxml.
> xerces C++ (xml.apache.org)
Это наиболее известная разработка, но я не пробовал.
