Это было задумано следующим образом:
группа rpm - для пользователей, собирающих пакеты в /usr/src/RPM;
группа rpminst - для пользователей, которые таким образом могут быть
авторизованы для получения рутовых прав, необходимых для установки пакетов
(например, через sudo - см. /usr/share/doc/sudo-1.6.3p7/rpminst.sudoers).

Установка RPM-пакетов есть изменение системы, т.е. как раз та операция,
которая требует рутовых прав.
