возможные причины:
- у апта крыша поехала от такого объема изменений
выход здесь один - помочь ему через rpm
rpm -e точтоонхчетудалить
rpm -ivh то что хочет добавить
rpm -uvh то что хочет обновить
аккуратно. не перезагружаться до финала. иначе могут возникнуть проблемы если затронуты пакеты типа readline или pam
- у rpm крыша поехала
тогда на предыдущих шагах он начнет бредить и выдавать ошибки
rpm -rebuilddb (опцию проверить по ману) может помочь
насчет трафика - выход только один - создавать свой репозитарий.
хотя в простейшем случае он ничего заново качать небудет при след запуске докачает нехватающее и поставит.
