Создатели дистра смотрят на общую файловую картину и стараются придать ей стройность и логику
создатели проги смотрят на свою прогу и исходят из простейшего случая - эта прога одна
имеет смысл трижды пораскинуть мозгами на предмет - почему эти файлы расположили таким образом.
ключевые слова - простота обслуживания, безопасность, сервисы типа chroot
