Проверка: если есть пакет SysVinit-2.78-ipl5mdk.i586.rpm, то зайдите в него и
посмотрите соответсвующие файлы в пакете и на диске.

Значит так, при помощи любого ftp-клиента тащите SysVinit с ftp.altlinux.ru
или ftp.chg.ru. Адрес есть (не точно):
/pub/Linux/ALTLinux/Sisyphus/...
и потом командой rpm -Uhv SysVinit-<что-то там>
