chgrp ppp /usr/sbin/pppd
chmod 4710 /usr/sbin/pppd
И добавить себя в группу ppp (конфигурилками или прямо в
/etc/group), не забыв перелогиниться (или newgrp ppp).
PS: (лениво и неправилно) chmod +s /usr/sbin/pppd (и все).
