Здравствуйте!
Хотя rpm -q говорит что он есть и apt-get ругается, что
он продублирован.
Ни
rpm --rebuilddb
rpm -e xxx allmatches не помогает

Вероятно есть ошибка в скриптах, выполняемых при удалении. смотреть в
сторону man rpm на тему ключика --noscripts. Если совсем все плохо - то
--justdb, но тогда файлы из пакета придется убирать ручками.

иногда ошибка в триггерах - сооветственно --notriggers
