SYNOPSIS
     /etc/resolv.conf

DESCRIPTION

On a normally configured system, this file should not be necessary.  The
     ^^^^^^^^^^^^^^^^^^^^^^^^^^  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
only name server to be queried will be on the local machine, the domain
name is determined from the host name, and the domain search path is con-
structed from the domain name.

Я как раз и хочу, в конце концов, получить normally configured system.
Наладил локальный DNS server, после чего, руководствуясь процитированным
`man 5 resolver`, стер к едрене фене /etc/resolv.conf . После перезагрузки
кто-то создал этот файл заново, нулевой длины. Кто и зачем это сделал?
Все-таки, он necessary или не necessary?

Он автоматом создается.
А стирать не надо.
Пропишите там просто: namesrver 127.0.0.1
