Просьба подсказать программу для синхронизации по FTP (под win32 такая
возможность хорошо реализована в Windows Commander). На всякий случай,
поясню: файлы могут изменяться как на remote FTP, так и на локальной
машине; файлы должны обновляться на основе даты изменения.

emirror не пойдет? В прочем есть еще одна фича, на основе md5.
