По моему, я уже вчера отвечал. Но повторюсь.
Принципиальная разница - провайдер один или два.
Проще если один. Тогда ставишь iptables (с ним проще настраивать, если
хочешь остатьтся на ipchains, то поставь еще и ipmasqadm). Далее по
придуманной тобой политике соединения ставишь tos пакетов и далее роутинг в
зависимости от типа пакета. Если провайдеры разные, то тут ситуация хуже.
Проблема заключается в том, что провайдер не может (в общем случае
анонсировать не свою сеть). Выход: или туннелирование, или регистрация своей
автономной системы.
