Для личного ползования, наверное подойдет.
Хотя конкретно не смотрел.
А вообще, она ведь не может, например, придумывать скрипты,
исполняющиеся после/перед установкой/удалением пакета и
отслеживать неявные зависимости между пакетами.
Например, вы скачали 2 tgz-архива. Программу и документацию к ней.
Соберете 2 пакета: prog.rpm и prog-doc.rpm
Если вы где-то явно не укажете, что для установки prog-doc.rpm
должен быть установлен prog.rpm, эта утилита не догадается
это сделать. Или при установке prog.rpm необкодимо сконфигурировать
не /etc/inetd.conf, а /etc/xinetd/prog, про который make install
вообще первый раз слышит.
