Лично я для соединения из скриптов пользуюсь sudo: разобраться с
примерами и man sudo мне показалось проще, чем с тем, что в
Spring никто, кроме kppp от пользователя с И-нетом соединяться не
захотел:)
Так что настройте /etc/sudoers и #sudo /sbin/ifup ppp0 :-)
