1. postfix не имеет прав для доставки сообщений руту. Это feature.
2. procmail (с недавних пор) не имеет прав для создания почтовых ящиков.
Это тоже feature.
3. Читать почту рутом - плохая идея (все существующие почтовые клиенты не
идеальны). Лучше всего перенаправить почту рута какому-нибудь
пользователю, который и будет ее читать.
